Well you're most likely going to have to give on one of those stipulations. :(
Foundation with shimmer IN it will most likely clog pores due to the harsh light-reflecting chemicals within.
You can however do one the following:
Revlon Colorstay is an excellent choice for an affordable product that will both give you full coverage that lasts all day, and also keep those pores free to breathe. They're now using an updated version of their Soft-flex technology that allows a small amount of foundation to adapt to skins texture and smooth itself out as a layer ON TOP of skin, wihtout looking cakey, or seeping into pores.
I would say a light dusting of any variety of bronzers/highlighters would work to finish off a dewy, glowing look. For an affordable bronzer/highlight, I would go with a light dusting of Rimmel's "Sun Shimmer" retailing around $8. They even have a liquid version if you're feeling daring enough to mix it with your Revlon... but buyer beware, you never know what two products will become when mixed.
Spend a few more dollars, however, and you'll get a look to DIE for using my personal long-time favorite highlight - MAC Bronzing Powder in “Golden”, retailing at about $18.
When all else fails, however, there's always the easy option. If your skin isn't in too bad of shape, and you've woken up on a day of few skin issues or redness, spring for Revlon's Skinlights - hands DOWN! They have a wide selection of powders, moisturizers, tinted lotions, etc., in this line of brighteners bound to illuminate any dull complexion. I would definitely go with the "Instant Brightener" - a liquid moisturizer with a tiny bit of tint, and a whole lot of glow!! It retails around $8-$10 and is perfect for a one-step application to bring life to your face after a rought night before. I hope this helps, dear. J
